August Minutes...finally...summer is going too quickly

REGULAR BOARD MEETING
August 13, 2013

Lou Fitz, Supervisor, called meeting to order with a moment of silence @ 7pm

J. Fairbanks -motion to approve July 9, 2013 minutes; S. Young seconded; passed 5-0

Board Member Reports:
   L. Fitz, Supervisor
1.      Signing ceremony of employer support of National Guard & Reserve put on hold until after Oct due to sequestration
2.      Thank you to Roger Buckingham for building the roof over the marquee
3.      Thank you to the volunteers for trash day; invoice for trash day was $1,100 cheaper than last year
4.      Letter from attorney, Clifford Bloom, passed on to Big Bass Lake Association, dealing with continuing the SAD for Big Bass Lake
5.      Letter from the ORV Committee referencing signs that may be available for private roads and/or private properties whose owners are having issues with ORVs
   V. Gates, Clerk
1.      Successful special election to decide West Shore Community operating millage renewal; only 42 voters, but first township in Lake County to use the electronic poll book
2.      Requesting approval on bills paid in July:  S. Young made motion to approve bills; B. Myers seconded; all in favor 5-0
3.      Request from former property owner who would like to sell back their cemetery lots:  J. Fairbanks made motion to re-purchase 2 lots @ $150 each; B. Myers seconded; all in favor

Read Treasurer’s report for July:  S. Young-motion to accept Treasurer’s report, J. Fairbanks seconded; passed 5-0

            Will be attending the Lake Cty Twp Association meeting @ Sauble Twp, on  Aug. 22 @ 7:30pm
             
Public Comments:
Various questions & comments
Diana Adams wanted to thank Lou Fitz publically for helping them during the recent wind storm which caused tree damage resulting in electrical wires coming down on their house
Bill Gillard, Sauble Supervisor, came to challenge Elk Twp to the annual softball game & picnic @ Sauble Twp on Aug 31st ; picnic begins @ 3pm (bring dish to pass), and ball game begins around 4pm




Dignitary Reports:
·         Commissioner-J. Fairbanks:  statistic from Life EMS shows that response time for ambulance service to Elk twp is an average of 16 minutes; MSU Extension continues programs to help the community
·         Fire Dept- M. Zdebski:  fire department report given; Fireman’s Ball went well
·         Cemetery Committee-S. Young: citizen questioned if flowers were removed from a grave site; J. Fairbanks said he does not remove silk or plastic flowers until beginning of November
·         Historical Society-Ann Chase: next meeting will be Tues, August 20th @ 10am, everyone welcome; there will be a presentation on September 17th @ 7pm by J. Fairbanks on pictorial history of Elk twp

Old Business:
L4029 signed after S. Young made motion to accept millage rates; J. Fairbanks seconded; all in favor by roll call vote

New Business:
1.      Additional trash bins:  J. Fairbanks made motion to table indefinitely; S. Young seconded; after discussion both motion & seconded were rescinded.  It was decided to ask Dave Kott & Jim Abbott if, or when, they would be willing and able to construct up to 4 new bins.
2.      Metro Act Right-of-way extension: S. Young made motion to approve the extension until December 31, 2018; J. Fairbanks seconded; all in favor by roll call vote

Other Old Business:
            Discussion of town hall renovations ensued with public participation after V. Gates made motion to open up discussion; S. Young seconded; all in favor
Various questions & comments, including the need for “underpinning” of the existing foundation during the remodeling; a mandatory pre-bid meeting with J. Fairbanks for contractors willing to bid on the project; need for continued public involvement & communication; also a request to add an extra 4’ on south end of new construction
            J. Fairbanks made motion to approve the Elk Township Hall Proposed drawings dated 8.13.13; S. Young seconded; all in favor by roll call vote
            S. Young made motion to direct the supervisor to submit a copy of the Elk Township Hall Proposed drawings dated 8.13.13 to the Lake County Building Department for review & approval; J. Fairbanks seconded; all in favor by roll call vote
            S. Young made motion to put ads in the Lake County Star & the Bulletin Board News to notify interested contractors of a mandatory pre-bid meeting to be held on August 26th @ 9am @ Elk Twp Hall, 8966 Bass Lake Rd, for the Elk Township Hall Proposed drawings dated 8.13.13; J. Fairbanks seconded; all in favor by roll call vote
            Board also has called for a Special Meeting to open bids & discuss costs & proposed building addition; Special Meeting @ Elk Twp, Sept 24th @ 7pm
